DOJ issues new rules to prosecutors nationwide targeting Wall Street executives — “The Justice Department issued new policies on Wednesday that prioritize the prosecution of individual employees – not just their companies – and put pressure on corporations to turn over evidence against their executives.”  NYT

Second Circuit takes expansive view of protections for SEC Whistleblowers against workplace retaliation – “A divided Second Circuit on Thursday reversed a lower court’s dismissal of a workplace retaliation claim brought by a whistleblower after finding that the Dodd-Frank Act is ambiguous about when a tipster has to report to the U.S. Securities and Exchange Commission to be covered by its anti-retaliation authority.”  Law360

CEO of New York Global Group is charged with fraud in Chinese “reverse merger” scheme – “On Thursday morning, F.B.I. agents arrested Benjamin Wey, the firm’s founder, on charges of securities fraud, wire fraud, conspiracy and money laundering.  The New York Global Group would take Chinese companies public in the United States through reverse mergers – a process that involved buying the shell of an American company that had been publicly listed.”  NYT

Tutoring Agency Charged with Defrauding federally-funded tutoring programs at Public Schools in Puerto Rico – “U.S. Attorney Rosa Emilia Rodriguez said 31 directors and program managers at Rocket Learning LLC in Puerto Rico face 74 counts including theft of government money and property.”  ABC

Soccer Star Javier Mascherano Charged with Tax Fraud in Spain – “Barcelona star Javier Mascherano has paid 1.5 million plus interest in back-taxes to Spain’s fiscal authorities for failing to report earnings on image rights in 2011 and 2012, according to a report in El Pais.”   ESPN

DOJ and whistleblower jointly pursuing case against California sleep-clinics alleging fraud resulting in at least 14,000 false claims to Medicare – “A pair of Saratoga residents who own and operate Bay Sleep Clinic are in hot water with the feds. . . . Both lawsuits filed by Constantine Cannon and the government allege that [defendants] billed Medicare for tests that were conducted at unapproved locations and performed by unqualified technicians.” San Jose Mercury News
