Daily Journal Names Whistleblower Attorney Anne Hartman Among California’s Top 100 Women Lawyers

Constantine Cannon partner Anne Hayes Hartman, a member of the firm’s Whistleblower Practice Group, has been recognized by the Daily Journal on the California legal publication’s annual Top 100 Women Lawyers in California list. The list honors California women attorneys who have made a difference in the past year to their clients, their firms, and their profession.

In profiling Ms. Hartman, the legal newspaper noted her role as counsel for the whistleblower and numerous California political subdivisions in litigation against major wireless carriers for overcharging government entities under cooperative purchasing arrangements used by carriers to sell wireless services throughout the country.  The litigation resolved in September 2020, with court approval of settlements with AT&T and Verizon that secured $116 million to California entities; with other settlements, the litigation recovered a total of $138.7 million for government plaintiffs. The relator’s share approved by the court was also significant: the whistleblower client received a 43% share of the Verizon and AT&T settlements payable to the government entities that did not join the case (under California law whistleblowers may receive up to 50% of the government’s recovery).

The Daily Journal also took note of Ms. Hartman’s role in the team that represented the whistleblower in the first cybersecurity case successfully resolved under the False Claims Act.

Ms. Hartman joined Constantine Cannon in 2015, when the firm opened its San Francisco office in a significant expansion of its whistleblower practice group.  In February 2020, the whistleblower practice was recognized by Law360 as one of its Government Contracts Practice Groups of the Year.  Ms. Hartman has also been honored as one of the 500 Leading Plaintiff Financial Lawyers by LawDragon.
