Dan Noel is an associate in Constantine Cannon’s San Francisco Office. He represents whistleblowers in qui tam lawsuits brought under the Federal and various state False Claims Acts, as well as claims made under the whistleblower programs of the Internal Revenue Service, Securities and Exchange Commission, Commodity Futures Trading Commission, and Department of Transportation. Dan also contributes to the firm’s Antitrust Litigation and Counseling Group.
Prior to joining Constantine Cannon, Dan clerked for the Northern District of California and was a Deputy Attorney General in the California Attorney General’s Office. He joined the California Attorney General’s Office as an Honors Attorney in 2021. As a member of the AGO’s Corporate Fraud Section, Dan investigated and litigated claims under brought under California’s False Claims Act. His work at the AGO also included drafting legislation aimed at increasing transparency for car buyers.
Dan graduated from Berkeley Law in 2021. He received Berkeley Law’s Public Interest and Social Justice Certificate as well as top honors in his Negotiations and Mediation courses. He also competed in the National Appellate Advocacy Competition for Berkeley Law’s moot court team. After graduating, Dan volunteered as a Practitioner Coach with Berkley Law’s moot court team and taught Negotiations at Menlo College, a local college where Dan once coached.
Before law school, Dan coached track and field at universities throughout California, including his alma mater, UC San Diego. He also managed several physical therapy clinics focused on treating back and neck pain. A former track and field athlete, Dan stays active by hiking, skiing, and chasing after his two dogs.
