Alaska-based Northern Air Cargo LLC has agreed to pay $4.7 million to resolve claims of falsely reporting U.S. mail delivery times. Under a contract with USPS, Northern Air Cargo agreed to take possession of U.S. mail from certain domestic and international pick up points, then deliver the mail to other domestic or international destinations. In order to obtain payment, Northern Air Cargo was required to submit scans confirming time of delivery, but violated the False Claims Act by submitting scans that reported falsified delivery times. DynCorp International has agreed to pay $1.5 million to settle allegations that two former company officials, Wesley Aaron Struble and Jose Rivera, violated the Anti-Kickback Act and False Claims Act in connection with a Department of State property lease. The two co-conspirators allegedly solicited and received $390,000 in cash kickbacks from an Iraqi subcontractor, the Al-Qarat Company, in exchange for influencing Dyncorp's lease of the property in Baghdad. Defense contractor UST-Aldetec Holding Company LLC and its subsidiary United States Technologies Inc. will pay $525,000 to resolve allegations that they violated the False Claims Act by providing non-conforming components, including counterfeit circuit card assemblies, for weapons systems. NASA contractor United Paradyne Corporation has agreed to pay $375,000 to settle a lawsuit filed by a former employee, Steven Walker, which alleged the company violated the False Claims Act by submitting claims for work it failed to perform. According to the settlement agreement, United Paradyne had agreed to fabricate ground support equipment to NASA's Space Launch System (SLS), but failed to maintain certain cleanliness standards and falsely certified to having conformed to NASA's contractual requirements.
