Partner Eric Havian Leads Panel with Leaders of SEC, CFTC, IRS Whistleblower Programs

For the second year in a row, Constantine Cannon Partner Eric Havian led a panel at OffshoreAlert’s annual North American conference on Financial Intelligence and Investigations that included representatives from each of the major U.S. financial whistleblower programs. The panel, entitled “Enriching Domestic & Foreign Whistleblowers: The Growth & Spreading Reach Of U.S. Programs” included SEC Whistleblower Office chief Jane Norberg, CFTC Whistleblower Office Associate Director Christina McGlosson, and IRS Whistleblower Office director Lee Martin.

OffshoreAlert, which bills itself as “the unofficial financial regulator,” specializes in reporting about offshore financial centers with an emphasis on fraud investigations. Each year, OffshoreAlert puts on a number of prominent conferences attended by thought leaders in various financial and regulatory sectors. At Mr. Havian’s conference panel, U.S. whistleblower program leaders discussed the growing reach of the U.S. whistleblower programs and the increased number of submissions coming from whistleblowers located outside of the United States. Mr. Havian notably praised the IRS’s dramatic increase in whistleblower reward issuances in 2018, which exceeded $312 million across 217 awards,  and similarly commended the SEC on its record-breaking year, which saw over $168 million paid to 13 whistleblowers.
