Monsanto Whistleblower Targets Deloitte – Attorneys for SEC whistleblower who was recently awarded $22.4 million have named Montsanto as the whistleblower’s employer.  In doing so, the whistleblower hopes to put pressure on the company’s external auditor, Deloitte, for failing to put a stop to the fraud.  Financial Times

CFTC Seeks Public Comment on Proposed Whistleblower Rule Amendments – The CFTC proposed a number of changes to its whistleblower program on Tuesday.  Among other things, the proposed changes address the CFTC’s process for reviewing complaints and its authority to administer the program and implement anti-retaliation measures.  The proposed changes also clarify when a whistleblower may be eligible for an award based on a related action and that a whistleblower may be eligible even if he or she is not the original source of information. The deadline for submitting comments on the proposed changes is September 29, 2016.  CFTC

Raytheon Padded Timecards in Afghanistan, Whistleblower Alleges – A former Raytheon employee has filed a lawsuit alleging the company told its workers to over-report the hours they worked on a government contract.  The plaintiff claims he was harassed and eventually fired for reporting the fraud to his supervisors and the U.S. Army.  Orlando Sentinel

SF Plans Improvements for Whistleblower Program – The San Francisco City Controller’s Office released its annual report on the whistleblowing program yesterday, showing that 325 complaints filed during the 2015-2016 fiscal year, and of those, 103 were sustained with some form of action taken.  The program has made a number of improvements in recent years and plans to propose additional changes later this month, which would include added retaliation protections.  SF Examiner

Sixteen People Charged in $175,000,000 Insurance Fraud Scheme – Sixteen people have been charged for participating in a complex fraud on numerous health care insurance providers. The defendants prepared medications in bulk but falsely represented to health insurance providers that they were prepared in limited quantities for individual patients and were exempted from FDA inspection. The defendants also concealed that they made illegal kickbacks to physicians for prescribing the compounded medications.  USAO S.D. Fla.

RGV Area Doctor Charged in Health Care Fraud and Illegal Kickback Scheme – A Texas doctor has been charged in a federal indictment for soliciting and obtaining cash in exchange for referrals of Medicare beneficiaries to prospective home health agencies.  Allegedly the doctor also signed patient forms claiming he provided treatment or services for patients he did not treat, some of whom were deceased on the dates he claimed to have seen them.  USAO S.D.
