F.B.I. director recommends no charges for Hillary Clinton F.B.I. Director James B. Comey recommended no criminal charges against Hillary Clinton for her handling of classified information while she was secretary of state, saying “our judgment is that no reasonable prosecutor would bring such a case.”  NYT

U.K. Serious Fraud Office seeks retrial of two former Barclays Libor traders — Earlier this week, the SFO announced that it had convicted three former Barclays employees in connection with the investigation, but that the jury had not reached a verdict on Stylianos Contogoulas and Ryan Michael Reich—who were both traders—following the 11-week trial. Lionel Messi handed jail term in Spain for tax fraud — Argentina and Barcelona footballer Lionel Messi has been sentenced to 21 months in prison for tax fraud.  He is not expected to serve time in jail because under the Spanish system, prison terms of under two years can be served under probation.  BBC

Brazil police arrest nine over corruption at nuclear plant — Police said engineering companies colluded to overcharge Eletronuclear for the construction of the Angra 3 plant near Rio de Janeiro.  Angra 3 is being built by many of the same firms whose executives are on trial or in jail on charges of forming a cartel that overcharged Petrobras for work and used the excess funds to bribe executives and politicians.  Reuters
