Steven Bucci, an analyst on homeland security at The Heritage Foundation, on the “unprecedented rise” of whistleblower retaliation complaints by federal government workers, with the Office of Special Counsel reporting 5,200 complaints in 2014, a 17% increase from the previous year and a 30 % rise from three years ago.
