Molly Knobler is Of Counsel in Constantine Cannon’s Washington, DC office.  She has significant experience representing “qui tam” whistleblowers in health care and defense contracting cases.  She has also represented whistleblowers in making claims under the IRS and SEC whistleblower programs.

Molly has extensive expertise in matters involving:

  • The Anti-kickback and Stark laws, especially as they apply to hospital-physician employment relationships;
  • Medicare and Medicaid billing fraud involving prescription drug sales and unnecessary medical services;
  • Medicare Advantage fraud based on inflated Risk Adjustment scores;
  • Fraudulent billing on federal educational grants, especially for training for first responders; and
  • Improper transfer pricing to evade federal taxes.

Prior to joining Constantine Cannon, Ms. Knobler was an associate at Phillips & Cohen, LLP.  She graduated from Stanford Law School in 2011 where she earned six book prizes, served as Co-Editor-in-Chief of the Stanford Journal of Animal Law and Policy and was the Director of the Animal Legal Defense Fund pro bono project.

As a law student, Ms. Knobler interned with the Physicians Committee for Responsible Medicine and for the Law Foundation of Silicon Valley representing low-income, chronically ill clients in California.

She graduated cum laude from Pomona College in 2006 with a degree in Molecular Biology.  Between college and law school she worked as a paralegal at Covington and Burling in Washington, DC.

Ms. Knobler is admitted to the bar in Washington, DC and California.
