Jonathan Dean Davis, the owner of for-profit trade school called Retail Ready Career Center, has agreed to forfeit over $72 million after being convicted of defrauding the U.S. Department of Veterans Affairs.  According to evidence presented at trial, Davis falsely certified that he was not personally facing any criminal or civil actions, and that his school was an established, financially-secure educational institution—neither of which were true.  The scheme unraveled after student veterans realized the HVAC training they received at the school was insufficient for entry-level jobs in the industry.  USAO NDTX; subsequent sentencing

Tennessee’s Department of Human Services has agreed to pay nearly $7 million to resolve allegations of submitting false information to the USDA’s Supplemental Nutrition Assistance Program, known until 2008 as the Food Stamp Program.  Under the direction of the Julie Osnes Consulting firm, numerous state agencies—including Alaska, Florida, Louisiana, Mississippi, Texas, Virginia, and Wisconsin—allegedly submitted false quality control data to the USDA, receiving performance bonuses as a result.  This is the ninth settlement in the matter; more than $67 million has been recovered thus far.  USAO EDWA

Trucking operator Complete Logistics Company, LLC (CLC) has agreed to a $2.38 million settlement to resolve allegations of falsely certifying compliance with California’s emissions regulations in order to obtain $2.2 million in state grants under the state’s Goods Movement Emission Reduction Program, which incentivizes trucking companies to reduce emissions by offering grants for newer, cleaner trucks.  The alleged misconduct occurred during a health-related absence by CLC’s owner; upon the owner’s return in 2017, immediate remedial measures were taken.  CA AG

The Florida Department of Children and Families (FDCF) has agreed to pay $17.5 million and forgo payment of $14.7 million in unpaid bonuses to resolve allegations that it submitted false information to the USDA’s Supplemental Nutrition Assistance Program (SNAP), which was known as the Food Stamp Program until 2008.  Although the USDA reimburses states for administering SNAP, it relies on the states to determine applicant eligibility, administer benefits, and perform quality control.  FDCF allegedly failed to have proper quality control procedures in place, resulting in false information submitted to the USDA, for which they received unentitled performance bonuses from 2011 through 2014.  USAO EDWA

Wireless communications provider Assurance Wireless, a subsidiary of Sprint (now T-Mobile), will pay $1.6 million to resolve claims under the Oregon False Claims Act that it overcharged low-income Oregonians purchasing voice and broadband service under the Oregon Lifeline program, which is funded with federal and state subsidies.  The settlement follows an FCC enforcement action that resulted from the state's investigation.  OR

The owner of dog training school Universal K-9, Inc., Bradley Lane Croft, has been sentenced to nearly 10 years in prison for defrauding the Veteran Administration’s GI Bill program of more than $1.5 million in connection with 185 fraudulent claims relating to 132 veterans.  Croft had been found guilty of providing false information on instructor names, certifications, and training to the Texas Veterans Commission, laundering money, and submitting fraudulent income tax returns for 2016 and 2017.  USAO WDTX
